Kennedy’s statement in the White House Cabinet Room upon signing S. 1576, the Community Mental Health Act of 1963 (also known as the Mental Retardation and Community Mental Health Centers Construction Act of 1963), an act to provide federal funding for community mental health centers and research facilities devoted to research in and treatment of mental retardation. He also announces the creation of the Department of Education Division of Handicapped Children and Youth.
